CA Vishnu K Tulsyan
Chairman - EIRC
Dear Esteemed Members and Professional Colleagues,
I hope this message finds you in high spirits as we navigate through another month filled with professional commitments and responsibilities. This has been an important month for EIRC and the Regional Council. From the day I have taken this coveted post as Chairman of EIRC, I was very eager to take measures for the capacity building of the professionals of our Region. Certain parts of our Region leaving West Bengal, Odisha and Assam i.e. specially in the North Eastern States our fraternity is less in numbers. To accelerate economic development in the North Eastern States, ICAI is always ready to hand hold as Knowledge Partner in various initiatives of the State Govts. Once these States are economically developed our fraternity will grow in numbers in these states.
Meeting with the Hon’ble Governor of Nagaland –
I was privileged to represent EIRC before the Hon’ble Governor of Nagaland, Shri La Ganeshan on 18th June 2025. We discussed on exploring avenues to enhance engagement in the region with an EYE to contribute in India’s Growth. With a spirit of collaboration, ICAI is committed in contributing in the capacity building.
I had the opportunity to place before the Hon’ble Governor The Vision Document of EIRC “Crafting a Growth Story Through the Lens of Members at Large” having 11 forward-looking initiatives for members and students, aligned with the visionary theme of the 50th Regional Conference – the Golden Jubilee Edition on the theme “EYE – Ethics | Youth | Empower.”
Meeting with the Officials of the Chamber of Commerce of Nagaland – I had a meaningful dialogue with the Chamber of Commerce and key regional authorities to understand their unique business dynamics, challenges and growth opportunities that lies in the Northeast.
The discussion highlighted the critical role that Chartered Accountants can play in supporting businesses, ensuring compliance and fostering innovation across sectors .
Collaboration with diverse authorities strengthens our efforts to expand professional avenues and build a more inclusive and connected CA community in the region.
Meeting with Govt. Officials On 21st June 2025 I had the opportunity to interact with Ms. Yashodhara Raychaudhuri, Additional Deputy CAG of India (Mines)

Golden Charcha - We have come out with a new concept by the name of “Golden Charcha” one hour virtual learning session on every Monday, Wednesday and Friday from 5pm to 6pm. As an EIRC initiative it will be a platform to groom young members as speakers by developing their oratory skills and sharpen their expertise on topic of their interest. This hunt for talent will spread to mofussil and remote areas of our region comprising of the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Sikkim, Odisha and West Bengal so as to encourage young professionals as speakers of the future to carry our heritage and legacy.
Golden Charcha is part of Grooming Speakers Initiative of EIRC. Its objective is :
- To provide an opportunity to all CAs from Eastern Region (comprising of the Sates above) who wants to speak in educational forum but not getting an opportunity, to get groomed as a Speaker
